The definition of fringe benefits is the amount paid by an employer to cover non-wage benefits. This includes (but is not limited to) health insurance, disability insurance, retirement, pensions, life insurance, and dental insurance. The U.S. Federal law does not require fringe benefits across the board. However, the inclusion of fringe benefits in employee compensation packages is federally mandated in certain industries. For government contractors, for example, there are stipulations of the U.S. Davis-Bacon Act that require any contractors who accept a job for more than $2,000 to provide employees with certain guarantees. They must provide workers with a living minimum wage that is applicable to the city in which the work is being completed. They must also provide fringe benefits for the duration of the project. This typically means health insurance and disability coverage.
